Historical Trends Show Food Security Threatened by Climate Change

Research published recently in Science illustrates the destabilising effect which extreme weather events have on agricultural productivity, and predicts that without significant investment now in adaptation measures, climate change will lead to major food crises in the next 100 years.

Based on an analysis of 23 global climate change models, researchers suggest that unusually hot summers, for example the 2003 heatwave in Europe, will become common by the end of this century. This heatwave, in which the temperature was 3.5oC above normal, led to 50,000 heat-related deaths and poor yields from grain and fruit crops across much of France and Italy.

Droughts in Africa from the 1960s to 90s, and consequent effect on crops, led to very many hunger-related deaths.

Examining these events, the researchers conclude that agricultural yields may fall by 20 - 40% over the next century as the climate warms, without investment in adaptation measures. They urge governments to prioritise research and development in climate change adaptation for agriculture, including investment in genomics, breeding, management and engineering.

Should Science Investment be Determined by Industrial and Economic Priorities?

The UK Science minister, Lord Drayson, has called for a debate about weather a larger proportion of the research budget should be allocated to areas which could directly benefit the economy.

During his lecture at The Foundation for Science and Technology, Lord Drayson said that, in light of the current economic climate, he wanted to “stimulate a debate on our national science and innovation strategy, and whether it is adequately geared up to cope with the future.”

He then went on to ask his audience whether the time had come to make choices about the balance of investment in science projects based on their compatibility with industrial and economic priorities.

This has heightened concerns amongst scientists that pure research will lose out to areas that have commercial potential.

Nick Dusic, of the Campaign for Science and Engineering in the UK (Case), told the BBC that Lord Drayson's proposal could undermine the government's hard work in building up the UK's research base over the past decade.

"There has been a lot of effort over the last few years to increase the impact of the research base, including setting grand challenges and creating new institutions to focus on translational research," he said. "More direction from the government would cause alarm across the research community”.

Efforts to Support Biodiversity Best Focused on Less Intensive Systems

The authors of a new EU-funded study into the biodiversity of intensive and extensively managed farmland systems have recommended that efforts to conserve biodiversity be focused on less intensively managed systems.

Researchers compared the richness of plant species with levels of Nitrogen input on 130 grasslands and 141 arable fields across six European countries, including the UK. Intensively and extensively managed sites were assessed and the number of different plant species in each plot counted. 'Rare' species were defined as those with less than 1% cover in a study area.

The study found a link between increased Nitrogen inputs and a decrease in species richness, along with a link between the richness of plant species and the richness of invertebrates in the fields. The rare species of plant were shown to be the most vulnerable to increasing land-use intensity and were the most likely to disappear following fertilisation of the fields with Nitrogen.

The researchers found that the decline in species richness with an increase in Nitrogen application was sharper on the extensively managed plots, suggesting that species in these areas are more sensitive to land-use change. This suggests both that efforts to manage such areas sensitively can reap rewards for biodiversity, and also that restoration of biodiversity to intensively managed land will require an enhanced level of effort: lower sensitivity to change will mean that greater change will be needed to get the desired result.

The rate of extinction of species in intensively farmed land is 100 - 1000 times greater than the base rate, and is predicted to increase further in the future. The researchers suggest that the difficulty of restoring biodiversity on intensively managed land following such losses, along with the sensitivity of extensively managed land, means that efforts to preserve biodiversity could best be focused on extensively managed systems.

CaSE Forum Focuses on the Impact of the UK Science Base

Today saw the participation of the BES Policy Team in an Opinion Forum organised by the Campaign for Science and Engineering (CaSE), focusing on the impact of the UK science and engineering base. The Forum was the first step towards the publication of a policy document by CaSE, summarising discussion and to be used as a basis for the organisation's lobbying activities.

Participants heard presentations from Professor Sir Chris Llewellyn-Smith FRS, former Director General of CERN, Dr Graeme Reid, DIUS, and Professor Philip Esler, Chief Executive of the Arts and Humanities Research Council. Interesting points were made regarding the distinction between 'basic' (or 'curiosity driven') and 'applied' research; including whether such definitions were in fact unhelpful. Is 'basic' research simply applied research which hasn't been applied yet?

Basic research was seen as a vital component of the UK research base and participants felt strongly that the increased emphasis on Knowledge Transfer by the Research Councils should not be at the expense of 'blue skies' thinking. Basic research has a vital role not only in the possibility it offers of discoveries of enormous economic and practical importance, but also in the contribution it offers to culture and to education: attracting people to science through the often fantastic nature of blue skies endeavours.

Discussion in the afternoon's break-out sessions highlighted the importance of communication between researchers, industry and Government to capitalise to the development of benefits from research, and to effecting a 'culture change' within universities: Knowledge Transfer is important and is something researchers should engage in. Changes are also required in the consumers of research however. Government in particular was singled out as needing to become a more intelligent customer of research. Finally, participants felt that there was the need for the formation of a body to act as an 'independent broker' of research, matching researchers to industry and Government need and vice versa. In some respects, this echoes the work of Learned Societies such as the BES, but at a much wider, cross-disciplinary scale.

Scientists Warn Radical Solutions Needed to Tackle Climate Change

Writing in a special edition of Philosophical Transactions of the Royal Society, published today, scientists from around the world warn that radical solutions are needed to tackle climate change if the planet is to avert catastrophic global warming.

The scientists call for more research on geo-engineering options, including seeding the oceans with iron to stimulate the growth of marine algae and phytoplankton; thus capturing carbon dioxide through photosynthesis, and seeding artificial clouds over the oceans to reflect sunlight back into space. A study proposes building ships which could spray micrometre-sized drops of seawater into the air under stratocumulus clouds to make the whiter, whilst a second proposes the use of jumbo jets to deposit clouds of sulphur dioxide, these particles then reflecting away sunlight.

Critics argue that a focus on geo-engineering as a solution to climate change is a dangerous distraction from attempts to limit carbon dioxide pollution. It will also do nothing to ameliorate the ecological consequences of ocean acidification. Professor Martin Rees, President of the Royal Society argues: "it is worth devoting effort to clarifying the feasibility and any potential downsides of the various options. None of these technologies will provide a 'get out of jail free card' and they must not divert attention away from efforts to reduce emissions of greenhouse gases."

Science Advisory Council Open Meeting: 28 October 2008

Defra's Science Advisory Council has announced an Open Meeting on 28 October 2008, to provide the opportunity for delegates to find out more about how the Council works, and to explore the biggest challenges faced by Defra.

The Science Advisory Council was established in 2004 and provides independent scientific advice to Defra's Chief Scientific Advisor and to Government Ministers.

The meeting will examine:
· Defra's Evidence Programme – establishing the major evidence challenges Defra is facing and the future research and development activities needed to tackle these,
· The Council’s role in continuing to provide the best possible independent strategic science advice to Defra,
· Current animal health issues, including an update on work to identify research gaps and priorities for the control of Bluetongue.

Professor John Beddington, Government’s Chief Scientific Advisor will address the meeting on “Key Science Challenges across Government”.

The meeting is free to attend but pre-registration is essential.

The Department for International Development (DFID) is looking to employ a Senior Research Fellow to design and implement research initiatives under a proposed new strategy.

The Senior Research Fellows will provide scientific leadership for DFID’s research priorities and assist with DFID’s engagement with the science, academic and policy research communities in international development and across UK government.

Systematics and Taxonomy in Crisis: House of Lords Report

The House of Lords Science and Technology Committee has delivered its report on the current state of systematics and taxonomy in the UK. The Committee argues that systematics and taxonomy research in the UK is in critical decline and that further decline would severely impact on the UK's ability to deliver its conservation aims.

The Committee has criticised the NERC for a lack of clarity over its process for funding taxonomic research; calling for greater funds to be made available to support this area, and also for the Research Councils to better coordinate dialogue between the producers and users of taxonomic research.

Speaking last week (13 August) on the launch of the report, the Committee's Chair, Lord Sutherland of Houndwood said: ""Systematic biology is crucial for many of the Government’s targets on maintaining biodiversity and the protection of endangered species as well as providing an important measure of the effects of climate change. However there seems to be significant confusion within Government over who has responsibility for this vital area."

The Committee has called on the Department for Innovation, Universities and Skills (DIUS) to take the lead in supporting systematics and taxonomic research.

£55 Million Alliance for Biological and Environmental Science

The Welsh Assembly Government has announced that it will provide £23.5 million to support a £55 million alliance between the universities of Bangor and Aberystwyth. The alliance will bring together Aberystwyth’s Institute for Biological, Environmental and Rural Sciences and Bangor’s College of Natural Sciences to create the largest group of biological, environmental and rural scientists in the UK.

Research at the newly formed group will focus on some of the world’s most pressing environmental challenges, including climate change, renewable energy, food security and wildlife disease.

Report Challenges Reliance on Citations

A report by the International Mathematics Union, profiled in the Times Higher this week, argues that an over-reliance on the use of citation figures is damaging as such statistics can be as subjective as other forms of assessment, such as peer-review. Citation metrics will be used to rate researchers in the forthcoming Research Excellence Framework (REF), the replacement to the RAE.

The report 'Citation Statistics', looks at journal impact factors and citation counts. The authors stress that metrics should only be used as part of a wider package which includes peer review and "esteem indicators", such as conference invitations and membership of editorial boards. Following concerned feedback from the scientific community to a HEFCE consulation published earlier this year, the REF is to include peer-review alongside the use of citation indicators.

Future Priorities for BBSRC-funded Research

The Biotechnology and Biological Sciences Research Council (BBSRC) is inviting opinions on the direction BBSRC-funded research should take in the future regarding environmental change, particularly climate change.

Global Physical and Biological Impacts of Climate Change

Significant changes are occurring in physical and biological systems in all continents and most oceans, according to a paper published recently in Nature.

The researchers conducted a huge meta-analysis using data sets from 829 documented physical and 28,800 biological responses from 1970-2004. Changes that were reported in biological systems included earlier blooming, leaf unfolding and spring arrival. In marine biological systems changes were observed in phenology, migration and community composition in algae, plankton and fish. Physical changes included glacier wastage and an earlier spring peak of river discharge. The team found that globally, the changes were directly attributable to anthropogenic climate change, rather than natural variability or other events such as solar flares or volcanic eruptions.

Disturbingly, the findings confirm the fact that anthropogenic climate change is already impacting these systems globally.

New Database Shows Extent of Threat to Marine Environment from Non-Native Invasive Species

New research published in Frontiers in Ecology and the Environment reveals the extent of the threat posted to the marine environment from non-native invasive species.

Researchers created a database of invasive species worldwide, examining 329 non- native invasive species and scoring each on a 1-4 scale, on the basis of their ecological impact, geographical extent, invasive potential and management difficulty. The database allows the identification of global patterns. The researchers conclude that interception and removal of the routes used for colonisation by the invasive species is the most effective strategy for reducing their future impacts.

This presents a real challenge however, given the range of routes by which species can colonise: shipping was found to be the most common, through transportation in ballast water or through hull-fouling.

The database could be used to inform conservation policy decisions and, through allowing a comparison between invasive species in similar habitats, can allow prediction of species likely to become invasive in a particular area.

The global map produced as a result of the study shows that the Mediterranean and North Seas are the marine areas most affected by non-native invasive species.

John Denham Announces: Proposals for REF to Move Ahead

Proposals to develop the Research Excellence Framework (REF), the successor to the Research Assessment Exercise (RAE) are to move ahead, following a statement today by John Denham, Secretary of State for Innovation, Universities and Skills.

Two significant changes to the proposals have occurred, following consultation by HEFCE, to which the BES responded:

1. The timescale for introducing the REF will be pushed back by 12 months to allow a more comprehensive pilot of the new system to be run.
2. There will no longer be such a clear distinction between arrangements for science-based and non-science subjects, as originally proposed. Assessment of both sets of subjects will proceed through a system of metrics (including bibliometrics where appropriate) and peer-review by expert panels.

No information is yet available on whether scientists' engagement in outward-facing activities, such as engagement with policy, will be considered in acdemics' assessment under the REF, something which the BES would strongly support.

DFID Launches New Strategy

The Secretary of State for International Development, Rt Hon Douglas Alexander MP, launched DFID's new five-year strategy for research yesterday in London. DFID's portfolio of research is to be broadened from four to six major research priorities, putting research on climate change and growth centre stage. DFID will spend approximately £1 billion on development research over the next five years, working with Research Councils UK and international funding bodies to deliver its priorities.

As part of the over-arching strategy, DFID have launched research strategies for Sustainable Agriculture and Climate Change. Funding for research on agriculture, fisheries and forestry will be doubled by 2010. DFID is to expand and diversity its research into climate change, focusing on: climate science, especially in Africa; tackling climate change in national and international policy; strategies for adapting to climate change; and mitigation and low carbon growth. DFID will establish an International Climate Change Network to provide in-country research and advisory services.

Modelling Biodiversity in a Changing World

New EU-funded research has shown how biodiversity might be affected under future models of human-induced change. Researchers modelled the impact on biodiversity in four 'future worlds' and found that a reduction in biodiversity was likely in each scenario, even if environmentally-friendly approaches to development were taken.

The four 'worlds' were drawn from the Intergovernmental Panel on Climate Change's (IPCC) special report on emissions scenarios:

- Global Economic (A1F1): Fuels use, rapid economic growth and introduction of efficient technologies.

- Regional Economic (A2): Emphasis on local traditions, high population growth and low concern for economic development.

- Global Economic (B1): Global solutions for environmental and social sustainability, increased use of 'green technologies', such as wind and solar power.

- Regional Environmental (B2): Local rather than global solutions to economic, social and environmental sustainability.

Researchers found that B2 had the greatest increase in urban pressure on biodiversity at local levels, due to the development of numerous small human settlements. The greatest climate impacts were expected under A1F1, but with less pressure on biodiversity in the countryside, due to limited urbanisation in these areas.

Integration of predicted land use and human activity offers a new approach to modelling the impacts of climate change on biodiversity. It is hoped that in future the models can be further refined to offer a regional and species-level analysis and help policy-makers devise conservation strategies.

REF May Be Delayed By One Year

An article in this week's THS claims that implementation of the Research Excellence Framework (REF), the successor to the RAE, is to be delayed by a year to allow a comprehensive pilot to be run. HEFCE originally intended to introduce the new system for assessing science subjects, through the use of metrics, in 2009, following a pilot this year alongside RAE2008. HEFCE seem to have responded to the criticism, in numerous responses to the consultation earlier this year, that the timetable was too tight.

The system was to be phased in between 2010 and 2014, with the peer-review system for assessment of non-science subjects to begin in 2013.

A final decision had not been made when the THS went to press.

Rising CO2 Reduces Food Crops' Protein Content

New research published in the journal 'Global Change Biology' has revealed that increasing levels of atmospheric CO2 stand to have a great impact on the protein content of the world's key food crops. Researchers examined the protein content of barley, rice. wheat, soybean and potato when exposed to differing CO2 concentrations. At the level of atmospheric CO2 projected for 2100, under current scenarios, the protein content of the crops was found to have decreased by approximately 14%. Many of the world's poorest people depend on these crops as staple food supplies. In Bangladesh for example, 75% of the population's diet consists of these crops.

The researchers found that farmers could mitigate this effect by increasing their use of nitrogen-rich fertiliser, although this has significant environmental implications.
