A Million Ponds by 2059

Yesterday evening, the BES Science Policy Team attended the launch of the Million Ponds Project. The ambitious project is a national initiative to reverse the long-term decline in ponds; from around a million 100 years ago, to 500,000 now. Of those that remain, only 8% are thought to be in good condition.

Launching the project last night, Alan Titchmarsh focused on the need for the conservation community to communicate with the public over not only the importance of ponds for wildlife, but also the joy to be had from engaging with nature. Well set-up and maintained ponds provide a fantastic habitat for freshwater organisms but also provide a unique area where children can learn about the natural environment.

Pond Conservation, a national charity dedicated to creating and protecting ponds, and other freshwaters, and the wildlife they support, is co-ordinating the project. Other organisations who are taking part, digging the ponds and providing advisors to assist those wishing to establish ponds on their land, are: Countryside Council for Wales, Natural England, Environment Agency, the Forestry Commission and many others. In total, 11 major partners are involved. The Ministry of Justice and Defence Estates are key partners, wishing to establish ponds in prison grounds and on firing ranges.

Over the first five-years of the project, which is to run for 50 years in total, Pond Conservation hope to facilitate the establishment of 5,000 ponds, at a cost of £3million. Establishing and maintaining ponds is key for the survival of freshwater species: the IUCN has warned that freshwater biodiversity is extremely threatened, and there are more threatened species in ponds in Britain than in lakes or rivers.

Severity of Global Warming Underestimated

Leading climate change scientist, Professor Chris Field has announced that the severity of global warming over the next century will be well beyond anything predicted.

Field, a senior member of the Nobel-prize winning Intergovernmental Panel on Climate Change’s (IPCC), revealed his findings at the annual meeting of the American Association for the Advancement of Science in Chicago on Saturday. He told the attendees that IPCC’s previous report on climate change in 2007 (of which he was co-author) had substantially underestimated the rate of global warming and the extent of the problem.

"We are basically looking now at a future climate that is beyond anything that we've considered seriously in climate policy," he said.

Increases in greenhouse gas emissions from 2000-2007 have accelerated more rapidly than forecast “primarily because developing countries, like China and India, increased their electric power generation, by burning more coal” he said. This means that temperatures rises could exceed 6.4 oC over the next century.

The temperature rises could cause large scale melting of permafrost in the Arctic and dry out tropical forests enough for wildfires to breakout. This would dramatically increase the concentration of carbon dioxide in the atmosphere and have potentially devastating consequences for the global climate.

"Without effective action, climate change is going to be larger and more difficult to deal with than we thought," Field warned.

Return of Set-Aside Schemes for Farmers

Environment secretary, Hilary Benn has announced new proposals to bring back payments for farmers who set aside areas of uncultivated land to promote biodiversity and environmental benefits.

The system of subsiding farmers for setting-aside areas of land from agricultural production was introduced in the 1980’s in order to curtail over-production, which had generated food surpluses and caused a dramatic reduction in some commodity prices.

The scheme was effectively abolished by the European Commission in 2008 after harvests were devastated by extensive flooding and global food prices began to soar. Environmental groups and conservationists did not welcome the decision as the uncultivated land provided a vital source of food and refuge for wildlife in agricultural landscapes, especially birds.

In a speech to the National Farmers' Union conference in Birmingham later today, Benn is expected to propose two possible options; a mandatory scheme requiring a minimum area land to be set aside with incentives to expand, and an entirely voluntary scheme. A decision is expected in the summer.

"I welcome the idea of a voluntary scheme, led by the industry, if we can be sure that it will deliver," he is expected to say.

GM Crop that Needs Less Fertilizer

Canadian Scientists have successfully developed genetically modified (GM) rice plants that take-up and metabolise nitrogen more efficiently, thereby reducing the need for nitrogen fertilizers and increasing yields.

Nitrogen is quantitatively the most essential nutrient for plants and a major factor limiting crop productivity. Plants are particularly inefficient at acquiring nitrogen from applied fertilizer, and as a result, excess nitrogen frequently leaches from the soil into waterways and damages aquatic ecosystems, or volatizes to nitrous oxide, an atmospheric greenhouse gas.

To meet growing food demands, the global use of nitrogen increased from 3.5 million metric tonnes (MT) in 1960 to 87 million MT in 2000, and is projected to increase to 249 million MT by the year 2050. Clearly, the importance of developing agricultural crops with enhanced nitrogen use efficiency (NUE) cannot be understated. These crops not only have the potential to lower production costs and reduce environmental pollution, but their increased productively could make a significant contribution to our long-term food security.

Given the complexity of plant physiology, research into the production of transgenic plants with increased NUE is ongoing. Ultimately, all GM crops must be thoroughly assessed on a case-by-case- basis to ensure they meet the stringent safety regulations required by legislation before they can be considered for commercial use.

Lord Smith Outlines Vision for Environment Agency

At a recent meeting in the House of Commons, Chairman of the Environment Agency (EA) Lord Chris Smith, outlined plans to improve the EA's delivery functions throughout his tenancy as Chair.

Lord Smith described the EA as an "unusual body" and a "diverse beast," insofar as it is "part deliverer, part regulator and part adviser."

The EA is said to be fairly bureaucratic at the moment, and Lord Smith is optimistic bureaucracy can be reduced, with more resources allocated to delivering EA objectives.

There has reportedly been some opposition from EA Officers towards moves to incorporate micro-hydro-electric generators in river systems. As Lord Smith pointed out, the need to combat climate change through reducing emissions must be balanced with other concerns. Some researchers believe that sensitive use of small hydro-electric installations would have a limited impact on the ecology of the river system, and this initiative will doubtlessly be explored further.

Lord Smith mentioned the need to improve communications with local communities. Local knowledge holds immense value in terms of setting planning and conservation objectives, and must be considered critically alongside scientific recommendations.

Touching on the subject of the third runway evidenced Lord Smith's genuine commitment to social, ecological and environmental concerns. Aside from the issue of increased greenhouse gas emissions, Nitrogen pollution from emissions already presents a very real and serious health hazard to residents proximal to Heathrow. A third runway would massively increase the output of harmful noxious gases such as Nitrogen dioxide and breach European Environmental safe emissions limits.

In terms of Climate Change, the EA's primary responsibility is to help those unable to cope with the consequences. Lord Smith backed the use of Carbon & Capture and Storage technology in new coal-fired power stations, although he recognised the existing shortcomings in available technology.

Speaking of successes, Lord Smith announced success in reducing input of pollutants to the environment, highlighting a 59% and 48% reduction of Mercury and Cadmium respectively, to our freshwater systems over the last year.

In terms of regulating polluters, Lord Smith expressed the need to pursue the "bad guys", i.e. the worst polluters, with more frequent visits from EA officers, whilst reducing inspections to companies and individuals showing marked improvements.

When asked on how to bridge the gap between EA 'field agents' and policy-makers, Lord Smith said that The Environment Agency will be a statutory consultee of the Planning Act. This will hopefully streamline communication

The talk was broad in scope, President-elect Barack Obama even got a look-in (i.e. alluding to Obama's policy plans to Ministers can be an effective persuasive tool!). Overall the outlook for the EA looks set to be very positive whilst Lord Chris Smith remains as Chair.

Environment Agency Calls for Mandatory Carbon Capture and Storage

The Environment Agency has called for a halt to Government plans to build a new generation of coal-fired power stations, unless these incorporate carbon capture and storage technology (CCS). Chris Smith, the new Chair of the Environment Agency has commented that building coal-fired stations without this capability was "not an environmentally sustainable way of generating power given the challenges we face with climate change". Simply proving that new coal-fired power plants can be retrofitted with this technology, when developed after several years of the station's conventional operation, is not adequate.

The world's first CCS demonstration project was inaugurated in Germany last year - with the capability to store 100,000 tonnes of carbon dioxide annually. It is unlikely that a commercial-scale demonstration project will be built in the UK until 2013.

Environmentally Induced Displacements: Cyber-Seminar

The Population Environment Research Network (PERN) is hosting a cyber-seminar until 29 August on the topic of "Environmentally Induced Population Displacements". The seminar is open to all who are interested and registration is free of charge.

The purpose of the cyber-seminar is to provide natural and social scientists with the opportunity to debate and discuss cutting-edge environmental research topics; in this case to determine if there is consensus on the magnitude of migration and movement which may be caused by environmental factors. Evidence exploring the effect of environmental factors, relative to other pressures, on migration and displacement will be considered.

The seminar will consider the potential future displacement which might result from climate change; particularly changes in rainfall patterns and sea level rise.

World Environment Day Today!

New Zealand is playing this year's host to the global event: World Environment Day (WED). WED began in 1972 at the time of the Stockholm Conference on Human Environment at the United Nations General Assembly.

It is an opportunity to raise political awareness of environmental issues and for governments globally to make sincere pledges towards improving the state of the environment. This year the slogan is Kick the Habit! Towards a Low Carbon Economy, hence the central theme for this year's event is reducing greenhouse gas emissions. Issues being highlighted therefore include improving our energy efficiency, eco-friendly consumption and living 'low-carbon' lifestyles.

People can celebrate WED by hosting green events such as bicycle parades, street parties, clean-up campaigns and anything that highlights green issues.

Science and the Welsh Assembly: Green Chemistry and the Environment

The Science and the Assembly meeting was held yesterday at the Welsh Devolved Assembly Government in Cardiff.

The British Ecological Society took the opportunity to create a presence at The Welsh Assembly Government, to promote the science of ecology and forge links with relevant organisations.

Talks were held at the Wales Millennium Centre on the theme of 'Green Chemistry and the Environment,' hosted by the The Royal Society of Chemistry. Of particular interest were talks of relevance to ecology and policy; 'Grassland for a Sustainable Future' by Professor Mervyn Humphreys of Aberystwyth University and 'Bioactive Natural Products from Common Plants' by Professor Mark Baird of Bangor University.

Grassland for a Sustainable Future

Key aims of current and future research included using renewable feedstocks, preventing waste, reducing pollution and renewable energy. Prof. Humphreys hopes to develop methods for screening genotypes of grass species such as Miscanthus, (a perennial grass native to Japan and China that can be used as a fuel). Genotypes differ in lignin content, which affects the boiling point of oils produced and thus their potential for different uses. Other topical work included looking at how clover roots can improve soil structure and sequester carbon; and investigating high sugar-content grasses' ability to reduce nitrogen wastage from cows and sheep and possibly reduce methane output.

Bioactive Natural Products from Common Plants

Chemical compounds naturally produced in plants can be used for human benefit in terms of pest control, health purposes and biofuels. For example, bioactive products from native welsh bluebells could potentially be used to control bracken, and products could also potentially be used to help fight TB, cancer, diabetes and be used for glues and pigments. Additionally, fatty acids (triglycerides) in certain native welsh plants could be used and/or modified for the purpose of biofuels. However regarding the use of native plants as biofuels, there was uncertainty surrounding the scale of plantations needed in order to match existing fossil fuel supplies, and scant mention of the potential social and environmental consequences of such a move.

Jane Davidson encouraged the scientific community to contact her with any information that could be of use to help the Welsh Assembly Environment team in future policy making, or such matters.
